The Southeast Consortium Unemployment Benefits Initiative (SCUBI) and CSG Government Solutions Advance Multi-State System Initiative

Atlanta, Georgia – September 7, 2011

The states of Tennessee, North Carolina, South Carolina and Georgia (the Southeast Consortium) have reached a major milestone in their collaborative effort to modernize state Unemployment Insurance (UI) systems. As unemployment rates remain high and state budgets stretched, states are exploring innovative ways to modernize aging UI systems. One promising approach for improving service levels and achieving efficiencies is the formation of multi-state consortia to share systems and resources. With the assistance of CSG Government Solutions, the Southeast Consortium has produced an in-depth feasibility study for the development of a common core information system to replace large portions of the legacy systems of multiple states. The study contains a comprehensive description of the business requirements and processes of each of the Consortium states, identifying both common processes and individual state variations. It also contains a detailed process model, data model, and proposed architecture for the core system, as well as a plan for moving the Consortium initiative forward through design and implementation of the system.

“The SCUBI feasibility study was a challenging and complex effort, involving many stakeholders in multiple states and the U.S. DOL,” says Marie Moss, Assistant Administrator of the Tennessee Department of Labor and Workforce Development. “CSG combined their UI and technical expertise with project methods and tools that helped us produce a comprehensive, high-value roadmap for the Southeast Consortium and other potential state partners.”

To complete the study, CSG Government Solutions engaged a team with UI experience in over 15 states as well as senior technical and project management specialists. “The Southeast Consortium is at the forefront of efforts to advance best practices and operational efficiencies in state UI systems,” says Jim Mahony, Director of CSG’s Unemployment Insurance practice. “We’re privileged to be a part of this important far-reaching effort.” CSG is also currently working on UI modernization projects in Michigan, Illinois, Massachusetts, New Mexico and Florida.
