New Mexico Driver and Vehicle Program Modernization
The New Mexico Motor Vehicle Division (MVD) coordinates, administers, and enforces the licensing and registration process for commercial and non-commercial drivers and vehicles. Like many other states, MVD is faced with the challenge of an aging driver and vehicle system, covering more than 1.4 million drivers and over 1.6 million vehicles. In order to enhance motor vehicle operations and provide a customer-centric solution for the people they serve, MVD has launched a major initiative to modernize their legacy driver and vehicle system.
IV&V by CSG SM
New Mexico engaged CSG to provide proactive Independent Verification & Validation (IV&V) services throughout the design, development, and implementation of their Driver and Vehicle System Reengineering Project. Our services span all aspects of the modernization effort, including project management, governance, and technical architecture and design. CSG conducts assessments in real-time throughout the project life cycle to proactively identify risks and issues, and provide risk mitigation strategies and recommendations. Our IV&V team focuses on assuring the success of the overall implementation and meeting the State’s key objectives.

Colorado License and ID Card Modernization
The Colorado Division of Motor Vehicles (DMV) provides identification, driver, and vehicle services to the State’s more than 3 million licensed drivers. In order to provide their citizens with the highest level of services, the DMV developed a strategic approach for engaging Independent Verification and Validation (IV&V) services to help assure the successful modernization of their enterprise license and ID card system.

DMV selected CSG to provide IV&V services and assist the State in conforming to industry best practices and IEEE standards throughout the program modernization effort. CSG is reviewing and analyzing the third party vendor’s implementation plan, data management plan, risk management processes, security plans, interface designs, user acceptance testing, and deployment plans. Following the review and analysis of each area, CSG provides a summary report to DMV to guide them through industry best practices and the delivery of a successful implementation.
CSG is also assessing system functionality, conducting an analysis of past project performance, assessing risks and issues, and providing recommendations for improvement to assure the management and technical aspects of projects meet the State’s objectives.

Michigan Driver and Motor Vehicle Modernization
The Michigan Department of State (MDOS) has implemented restricted license sanctions for individuals convicted of driving under the influence that require the installation of a Breath Alcohol Ignition Interlock Device (BAIID). The BAIID prevents a vehicle’s engine from starting until the driver passes an on-board breath-alcohol test. Data captured through the BAIID is tracked and analyzed to monitor and enforce the licensing restrictions. In order to provide timely and efficient analysis of this information, MDOS has launched an initiative to modernize driver and motor vehicle licensing systems.
Project Planning and Support by CSG
CSG is providing the MDOS support with capturing the current business processes and also with the documenting of the To-Be business processes. CSG is also assisting the Department with developing and documenting the training materials for the Ignition Interlock System.
